The City of Edmonton鈥檚 Real Time Control Building #3 plays a central role in reducing untreated run-off and sewage flowing into the North Saskatchewan River. The facility represents state-of-the-art engineering and recognizes the dynamic loading of urban storm and wastewater. Correspondingly, the architecture makes apparent the engineering occurring below ground, as the form of the main shaft is notionally extruded to create the circular enclosure for plant equipment; and secondary shafts are telegraphed through to the surface, imbuing the site with an interpretive strategy and signaling that RTC#3 is part of a larger, complex infrastructure system.

Jury Comment(s): 

鈥淚n one sense a humble piece of technical equipment, RTC 03 is also an intriguing and luminous sculpture in the city. Its precise details support a mysterious architectural experience, not dictated by scale or program. It also has a key function to play in the sustainable management of water resources in Edmonton. Small but powerful, the jury saw in it the potential to transform civic expectations of what engineering infrastructure can be.鈥
